How we can do it ????

Download Clash of clashs java (pro or lite version as your wish.)
Click on online option (No need internet connection )
U can see 3 option ,click on third option (?:291)
u can see levels list click on first option (?:292)
u can also edit in official levels
U see many option first time I confused what is this
I m try and make new levels.
practise makes man perfect also
