On most older phones the sd card is under the battery, so it is not even possible to insert/remove the sd card while the phone is on. Also this is mostly for when you remove the sd card. Sure, if you insert it when the phone is on, it might not recognize it, so you need to restart.

Its best you don't even try to remove it. The phone may be doing some cruical operations and removing it unexpectedly may cause some damage. Be warned!
